Answer: Yes, that is normal. DroidVPN needs an internet connection for it to work properly and accessing your internet connection will normaly have your ISP charge you. If you are using DroidVPN before and it is not using your load then this means that your ISP has already fixed the loophole or bug on their network.

DroidVPN uses your mobile phone's internet connection to connect to our servers. Basically when an internet connection is initiated from your mobile phone your Internet Service Provider(ISP) will charge you for that. But since DroidVPN uses a protocol or a port that your ISP does not previously monitor they wont know that you are using your internet connection. Now your ISP probably updated their network and is now monitoring those ports and protocol. They would now know that you are using the internet when you connected through ICMP.
